I read the Upwork rules several times, but I didn’t find anything on this particular issue. Is there a ban on proxies in Upwork's rules?

I don't know the rules, but in practice they don't give a fuck. Checked.
There is another problem with proxies - some of them are in the cloudflare banlists - then you need to enter captcha, and others in the banlists of some other system - then nothing will help, just some of the scripts will not work and some of the pages as a result will be buggy.
For the rest, they don’t care about different countries of proxies that change every time. (in practice) According to the rules - I don't know.
