Is the Windows folder replaceable?

Hello!
There is a PC that at startup writes: "preparing automatic recovery." Windows won't start at all. Is it possible to delete the C:\Windows folder on this PC and replace it with a known good one?! In this case, the version, edition, bit depth and system updates will be the same!
Will it work after replacing the windows folder?

Well, I have a slightly clumsy way. Install Windows or Linox on a flash drive and run, and then you can do whatever you want on the main drive.
But if I were you, I would just reinstall Windows. Since it is not a fact that the problem is in the Windows folder.

After all, this folder with exactly this name of the content is written in the C ++ code, of course, if you don’t understand the code, I already tried it and had to reinstall Windows
