Is the usb voltage the same when off. computer, but connected to the network and the computer turned on, I charge the phone via usb. I wonder if the phone will charge the same in different states of the computer?

The voltage is always the same and equal to five volts! )) Only the current can change, but it depends on the motherboard, but in most it is the same and equal to 0.5A
By the way, most motherboards de-energize and all USBs turn off, but if they don’t de-energize, then the characteristics should not change.

It all depends on the port, if the function of direct voltage transfer to the port is supported by hardware, then yes.
