If there is no way to use h1, then at least do an alt for the logo, but I myself try, of course, it is better to always use a large intelligible heading in the h1 wrapper. This is good for both SEO and user understanding. A big, clear, readable headline is always good.
The heading should be the heading, h1 is one of the most important moments in SEO, so if there is no other option than how to make it a picture, do it, but, as an option, you can write the heading with text and replace it with an image using css.
