Is the processor heating proportional to the indicator of its workload?

My gaming laptop has an Intel i7-8750H processor. In games, it includes Turbo Boost, accelerates to 3.9 GHz. What is strange - the processor load is around 20%, the temperature is 94 degrees (and this is close to the maximum allowable temperature of 100 degrees). Why such a discrepancy?

CPU utilization around 20%
This is, for example , one core 100% at the maximum frequency, the remaining 5 cores 4% each at the usual frequency. The arithmetic mean will be 20%. But the heating is significantly greater than from 6 cores of 20% equally.
