Is the processor covered?

Today I was assembling a new PC, having assembled it, I ran into a problem: it does not start at all, even the fans do not spin. I tried to get the video card, then the memory, then all together, but it did not help. Since I got the processor from the old computer, I decided to put it back in, but unfortunately the old PC also stopped starting. Do I understand correctly that the percentage was somehow covered up or could there be other reasons?

BP correct? If you close the pins on the main connector that are responsible for the power-on command (black and green wires), does the PSU start up, do the coolers start spinning?
If yes, then the problem may be in the power button - I had it that way, I had to use the reset button instead ...

There are two options, either the mother is defective, or the power supply.
When you connected the percent to the old mother, did you use the same PSU? If yes, i.e. most likely a problem with the BP.

It looks like a non-working motherboard.
What about the symptoms?
In general, the mother usually gives out some kind of error codes, sounds. To figure out what exactly she says, you need to have a manual for this motherboard (or just google the error codes for this model).
The processor is probably broken.
