The mouse works for 15 minutes after being turned on, then stops?

I've been struggling with this problem since last summer. It would seem that this is all easy, but no. I've tried all sorts of solutions and nothing has worked so far. Such a problem is only with a wired one, the bluetooth one works, but its delay is not high. The mouse is new and was tested on another PC and worked properly.
What did I actually do to solve the problem?
1. Reinstalled all kinds of and impossible firewood, respectively.
2. Reinstalled Windows.
3. examined the motherboard for the presence of swollen conders (they were not and are not).
4. De-energized mother: i.e. unplugged the power supply and held the power button down for 30 seconds.
5. Pulled out the battery to reset the BIOS.
6. In the BIOS, I looked at the USB settings, everything is there as it should be.
7. The PC already worked in high performance mode + removed power restrictions from all USB ports.
8. Checked for viruses, respectively.
It's like all the decisions that I made.
PS For those who have read and may know the answer to my question, however. Here I will describe my problem more (how it started) and the characteristics of my PC, it will suddenly make it easier to answer my question.

Now I’ll tell you how it all began, and it all started last summer with a new wired mouse again. From the beginning, drivers were installed on it, for a long time, something like an hour (but this is not accurate), then it worked, but for 15 minutes again after turning it on, then I also suffered for a long time, but not so much, I tried to shaman something and now it found it noticed strangeness when it touched the case with something and the wire was in a certain position, then the mouse worked, but this did not suit me and I found another way, rearranged the mouse to usb 3.0 and it worked, but in general in another computer (laptop) it is calm worked. There was also a problem with the keyboard, they gave me a new mechano-membrane with it, that's what happened:
It seems that everything was resolved and I lived for myself until November, until the mouse broke and I bought a new one, but again these 9 circles of hell began and continue to this day. The mouse seems to be there, but its delay, I'm not friends with her at all.

In the end, I found what was the matter, do not believe it was because of the monitor, or rather, because of the power supply from the monitor, from the fact that it heats up a lot and then supplies less current to the monitor and in an incomprehensible way sucks current from the motherboard from the 5-volt line passes through the video card and the DVI cable. I was surprised how.
I faced a similar problem many years ago on a dying motherboard, I didn’t find a solution (I managed to die before), but as a crutch I used a laser mouse, which had less power consumption than an optical one, as a result, it didn’t turn off after a while and worked without problems.
