Is the laser diode driver circuit correct?

I'm building a laser engraver. A 1000mW laser module came from China, but it does not have a TTL input. Accordingly, it is impossible to flash the laser. You have to make your own driver. Purely theoretically, the circuit should work; in practice, you need to know the parameters of the laser. In general, the scheme is bullshit. You need a PWM current regulator, not a field valve with an air gate

1.25 V will drop across R1. A minimum of 2 V should fall on the LM317. How much the LED will remain and whether there will be anything on the exhaust is a task for the entrant. evgeniy_lm is 145% right.
PS Is there an output of a control photodiode for closing the OOS in terms of power?
