Is the international card "Visa classic" from the "Youth" series suitable for working with foreign accounts?

I don’t understand it all, today I ordered a card and when I got home I saw that the account currency is RUR (ruble), it turns out that the customer will have to convert dollars into rubles or what?
And can I use the account from the moment I order the card?
Can PayPal be linked to it?
Please answer if you can, thanks in advance. The card is needed for freelancing.
