Is the inactive checkbox my consent?

The default checkbox is "participate, etc." in an inactive field, but I don't need it. How should I interpret this in this case?
-Yes I agree.
- Agree by default.
- No choice given - nothing will be sent.

It should be interpreted like this: no choice is given - everything will be sent.
PS: Perhaps I am somewhat pessimistic in this matter, but after the scandal with the introduction of the code for collecting telemetry , it is hard to believe that even the unchecked boxes in our time solve something

And switch the radio button to "Custom" in any way? The default is set as Microsoft sees fit. Therefore, some items may be inactive and set according to the recommendations.
