Internet provider Beeline for several days, sites open with some kind of random selection, for example, Habr did not work yesterday, but it has been pinging for several days, and the beeline site itself is also often unavailable.
Ping goes to all sites, but on 80 and 443 port falls off on a timeout.
My vds pings and connects to ssh normally, but I can't on port 80.
I thought the matter was in the computer, but the laptop and the phone also behave. everything is fine through a proxy or vpn,
what is it in general?)

Maybe it's in dns?
Try from google (8.8.8.8) or cloudflare (1.1.1.1). The latter seems to be even faster.
