Is the flicker free technology in monitors compatible with older graphics cards?

Friends, I have a question.
Is the technology (elimination of flicker) in new monitors compatible with older video cards?
Or does it not affect how the function works? I have an ATI Radeon HD5770. Do I see a slight flicker with the smartphone camera, or is this the way it should be?

Flicker-Free is purely a hardware feature and has nothing to do with the graphics card. But it can be turned off, check your monitor settings.
I am not an expert in this matter, but it seems like the flickering effect on the screen when shooting is not related to the presence / absence of flickering of the screen itself, but to the screen refresh rate and recording frequency and has nothing to do with flicker-free.

This word advertisers call normal, non-deshman screen backlighting, with a very high PWM frequency (or no PWM at all) for dimming. And it has nothing to do with the video card.
