Is such a monoblock suitable for development?

Monoblock iMac 2013 (4 GB of RAM (can be upgraded to 8), 512 screw). Is it possible to develop on it (not games) or will it no longer pull the latest versions of Xcode?

Prots there like a standard i5 for 4 cores (correct if wrong), it should be enough
