Is substore functionality possible with WooCommerce?

Hello!

Interested, in principle, the possibility of the following mechanics of work.

1) The client enters the site, the city is determined (easy, but we go further)
2) The client selects a product, places an order (everything is clear here)
3) As soon as the order is placed, the magic begins:

3.1 Suppose the city of Irkutsk is selected. In Irkutsk, there are several stores / couriers connected to the main store, which we do.
The order arrives to them all at once, the first one who agrees takes it.
The order is fulfilled by the connected store.
The mechanics on the site, as before, are performed in such a way that the client does not know that his order was fulfilled, perhaps even a random stray performer
. The client is happy.

3.2 The same store / courier, on the site, has its own personal account where he sees how many orders he has completed, and what percentage he is entitled to.

I understand that this may be too complex for WooCommerce. But also, I suppose that nothing is impossible :))

PS considered Dokan, but there the mechanics are such that the seller (connected store) publishes the goods himself. It doesn't suit me. (as well as others offered by google, upon request woocommerce Multi-vendor solutions)

Sometimes complex things are easier than they seem.
Suppose that the connected store is a certain user (Can you make User Taxonomy ?)
Then, you will need one custom woo field, into which the artist's id is entered when the order is completed. It's enough.
For reliability, you can also add an arbitrary field to the user of the "Connected Store" type and duplicate the id of the orders he completed there. Your tasks are solved
