Is scientific research in IT carried out in our country? And is it possible to get there?

Recently, there has been a desire to engage in scientific research in the field of IT.
My areas of interest are (in descending order of interest):
1. networking in linux
2. operating systems
3. data analysis
4. maybe something else that I'm just not aware of.
A few words about myself: I am engaged in Linux administration and the introduction of infrastructure in a large project. Familiar with programming ( python, c ). “I know” I can’t say, because very often the help of Google is needed, and the theoretical part is very lame. About patterns and similar things I heard out of the corner of my ear, but nothing more. Whenever possible, I dig into interesting things, but it's more like aimless floundering on the rocks.
Why do I need this: I'm tired of just working a job. I don't see a purpose in it other than just making money. No, I'm damn interested in digging into all this, and yes, it's very cool when you managed to raise some garbage that no one had mastered before, or offer some kind of tricky solution for the benefit of the project.
But that's not it. This is a simple implementation of ready-made solutions. I want research activities, communication with professionals, so that I have someone to learn from. And now it just feels like all this is in vain, time just goes nowhere. It is not needed by anyone except project managers. All in vain.
As soon as the desire to the end took shape, settled down, then I thought: "Aha! Surely in our universities they do similar things!" (I myself graduated from a university not at all in it, but an engineer. It was two and a half years ago). But it wasn’t there, I went through the websites of the “top” universities (my native Bauman, MFTI, others), but at best, directions and examples of work are written there. There are no contacts of people who are involved in this, nor any detailed information there. At best, the phone number of the secretary of the department.
Actually my question is: is anyone engaged in scientific activities in this area with us?
If so, and they suddenly need help, where can I find their contacts to reach them?
I understand that my skills are not very impressive at the moment, but maybe
ps. I live in Moscow. Due to some circumstances, in the near future (a year or two), a change of residence is impossible, so I cannot consider options outside of Moscow.

Because A few years ago I had a similar problem - I will share my experience.
I'm not sure that we have someone engaged in purely academic activities in IT. At one time, I considered the option of going to the ISP RAS (Institute of System Programming), from a short communication with them I concluded that they are also engaged in completely commercial (albeit opensource) projects on which they make publications. I think it's like that everywhere. Trying to make a purely academic career in IT in the current realities is, in my opinion, a dubious idea, because. You will not have money for this, but you always want to eat. You will have to have a full-time job, and in your free time to do research. The quality of both may suffer.
But I would advise you to see what the ISP (or other RAS institutes) is doing. It is quite possible that there will be something interesting for you. Although in the light of recent reforms there may be problems with graduate school.
There is an option to get a job in a commercial company dealing with relevant topics. It all depends directly on the attitude of the leadership towards scientific activity. I don’t know if they can ban you from doing science because, say, the development is closed (in this case, the leadership is most likely inadequate), but they can say something like “we don’t mind, but we won’t be able to help much.” This option is generally similar to the option with two jobs, because. you will have to look for a scientist yourself and it’s not a fact that his direction of research and what you do in practice will coincide. There is a completely ideal option - when the company encourages research. This is a rarity, for this the company must be engaged in the development of something fundamental. As, for example, Intel said above, you can see how things are going with them.
In terms of networks or data analysis, you can ask how things are with search engines - Mail, Yandex. At least they have interesting tasks in this regard.
I also recommend looking at what they do at MCST (manufacturer of Elbrus processors, as well as the compiler, operating system and software for it). It’s better not to look at the site - far from everything is written there, but immediately write somewhere to the personnel department or the secretariat - there you will be redirected to representatives of the relevant department. Here, scientific work is encouraged, but still, first of all, you will have to deal with routine matters, and already on its basis, make publications. The big minus is two parallel lines of activity. A big plus is that the publications are based on very real working results.

Bottom line: you still have 5-7 years to study + write dissertations so that you are admitted to science with "acceptable" salaries, and not half-hearted attempts at the department.
