Is responsibility for translation and publication assumed?

I want to translate literature into Russian, for example books from orelly on web development and post it on a blog. I will post a link to the source on each page. Can I be held accountable for this? e.g. copyright infringement

3. The translator, compiler or other author of a derivative or composite work shall exercise his copyright subject to the rights of the authors of the works used to create the derivative or composite work.
Thus, you need to conclude an agreement with the copyright holder that gives you the rights to translate and make available to the public.

Publish no.
You need to ask permission
In the case of O-Reilly - these are commercial publications - also in writing.
In simpler cases, I simply email the authors before publishing the translation.
Nobody has turned down yet.
