Is regular TV more powerful than Netbook?

Good evening!
I would like to know why a standard average LCD TV 5-6 years old plays HD video without problems (more than 40Gb at 60fps), although it does not have a processor or a powerful video card.
And the netbook of 7 years ago has both a processor and an integrated video card, but it lacks the power to play such files.
How is that? Who can clarify the situation?
