Is outsourcing allowed on Upwork?

There is an interest in getting projects from Upwork, and then connecting people who are not registered on it to the implementation. Is it possible to offer this on behalf of a freelancer or do I need to register an agency? And how does Upwork feel about this?

It is allowed, it is normal, but the time for these unregistered people can only be set manually, through Manual time, and not through the tracker. Not all customers will go for it, especially if your profile is not upgraded. Well, either work on fixed-price projects, no one is interested in how many people are involved.

IMHO if the payment goes through Upwork, then they should not care.
