Yes.
1. Mesa emulates ES2/ES3 over OpenGL - www.mesa3d.org
2. Imagination RVR emulator - www.imgtec.com/tools/powervr-tools
3. Mali emulator - malideveloper.arm.com/develop-for-mali /sdks/opengl...
On Linux, it's easiest to use mesa, for example, for debian-oriented distros, there are ready-made packages - libgles2-mesa-dev , EGL - in the kit.
PS The emulsion from Mali is disgusting, does not fully support the kronos group specification and is of little use.
