Is not all the RAM available on the laptop?
I have 8GB of RAM, 6.7
1GB is available from it, the video card consumes, where could the rest go?
Any restrictions such as ticks are not worth it. 6.7 on both Linux and Windows.

In my case, this is:
the core
input output streams
keyboard mouse and similar peripherals
a table for drawing virtual tables for the same output stream
in the heap eats what is
+ to this, there is an oversight in the calculations for the OS, it definitely will not work, because of possible the following reasons:
1. again, an oversight
2. not all RAM addresses are available for display through standard tools
+ there is still a theory that the bios can eat a little, but, most likely, it eats a little, since it is needed to boot the OS and the rest of the garbage, after loading the OS, it frees up memory

2. The manufacturer does not report 300 meters to each bar and profits.

Everything is much simpler.
Devices can reserve part of the RAM for themselves.
As an example - a video card that eats it a lot and you know where to look.
But in your computer there are a lot of devices, open the device manager and you will see all of them at once.
