Is medical education better here or in Germany?

The younger brother wants to go to medical school, he is finishing school this year.
I studied German at school, now I am looking for information about what is better - to study with us at a local medical school or to strain with German in the spring-summer and go to study in Germany, because. after all, education has become free for them, except for small living expenses (like, 700 euros per month, at least, should go to the student's account).
But, on the other hand, German is not his native language and, as they say, houses and walls help.
The question is - what do you think, should he work hard and enter Germany, or can he study with us? That is, if it is good to study, then we can acquire all the necessary knowledge?
That is, is the level of knowledge comparable, the provision of laboratories (or what do doctors have during training), etc.?
He wants to specialize in neurosurgery in the future and engage in R&D, science. I would like to advise him something, but I know absolutely nothing in this area, because. techie, but no relatives or friends with medical education.
Another such moment - I am from Kazakhstan, Almaty, we have one large state university here with a medical education, I think, at the level of a million-plus city in Russia, for example, Ufa, in order to have an idea of the level, but it is unlikely that there is the latest equipment, laboratories, I didn’t see this in the photos on their website, although there is a vivarium with mice and rabbits ( page with photos, scroll down the page).

After all, we have a very strong medical school from the USSR, many professors of the same hardening, or does the German medical education have some advantages that outweigh it?

In Germany it is better in general with medicine. With a Russian education, you will get much less than with a German one. Yes, and I know doctors from Germany - they are much better in their field than our similar ones (but perhaps this is not an education problem)
A good option is a bachelor's / specialist's degree in Moscow + a master's degree and further education in Germany (many scholarships and exchange programs) or Sweden / the Netherlands / Denmark / Belgium / France. If you are engaged in R&D, biotechnology / biological education in Moscow as an option, if the basic one is still medical, after that you can’t do without a foreign master’s degree, you can’t easily make a biomedical researcher out of a Russian physician. If you are engaged in neurosurgery, to be a surgeon, you can study in Russia, but this is completely different.
I would not be in a hurry to assert the superiority of German equipment. Russia is also on the level, who may be interested, take a look at www.amedisin.ru
