Is L2TP secure without IPSec? Compared to PPTP?

It is known that on Mikrotik, enabling the IPSec option starts to greatly slow down traffic if the Mikrotik model is budget and the CPU is not designed for cryptography.

If you leave just L2TP without IPSec, will this not damage the security of the transmitted traffic?

No, it won't hurt.
The presence or absence of IPSec does not affect traffic or its security in any way.
IPSec is simply a set of protocols for encryption, authentication, and secure key exchange.
If you need it, use it, if not, don't use it.

I was told by Trainer Nikolai Kuznetsov at Mikrotik courses - L2TP has built-in encryption, simpler and without overhead. If you are not passing something super-secret, then you can use it.
Personally, I did not even look for such an opportunity in Mikrotik. Look - you may not have cheated.
