Is it worth watching tutorials on layout from psd?

1. Does it make sense to watch tutorials on layout from .psd? "Design from psd" I associate with sites of the 00s: a lot of raster graphics where necessary and where not. And hence the second question.

1. Yes, there is nothing difficult there. Learn a lot about Photoshop.
2. SVG graphics solve the problem or use css. Google "responsive image css"
3. Yes, that's right. You can do a lot more with css3 than you can imagine. Without any JS, they make full animations and other incredible things on css3 alone.

For me, a couple of first lessons of introductory video lessons were enough, and then I did it myself. By layout, you can find solutions in Google, and what you can google in Russian + there is a Toaster
