Is it worth using hybrid mobile frameworks (ionic, onsen, framework 7) to develop a mobile version of a site (not an app)?

A large site with a complex personal account is planned. I want to make it as fast and convenient as possible, so the choice fell on hybrid mobile frameworks (a mobile application is not planned).
I'm thinking of using layout separation for different types of RESS devices .
Are hybrid mobile frameworks suitable for this?

So do you need a website or an app in the end?
Because you don’t use ionic in a regular web. In general, the phonegap (cordova) + ionic + angular bundle will work perfectly. And you will have an application for apple and android. As for me, ionic is the best UI solution for this day.
