Is it worth using a website engine?

Greetings!
There are plans to create a small site, but its functionality has not yet been fully defined - so far it is a form to fill out and several different pages with graphs / tables for data analytics.
Does it make sense to use some kind of engine or do everything yourself on html/css/js?

if you don’t know what you need, take at least wordpress, many questions will disappear (routing, templates, cnc), and when you start missing something, it will be easier for you to switch to something else, since there will be no js html mess, etc.
