Is it worth taking 3rd level domains?

I’m choosing a domain name for the future info site, I’ve already chosen the main name, but the trouble is in the *.ru zone, this domain is busy, but there are free ones in the zones *.msk.ru, *.spb.ru, ...
I have a question: are they subject to the same legal regulations as *.ru?
Can, for some ridiculous reason, split the domain or transfer it to another person?
Or maybe it's better to register in *.net or *.com zones for stability, as I heard, these zones are no longer covered by the legislation of the Russian Federation.
The domain is chosen for the long term, for a white project, no torrent trackers, porn and online videos will be posted, everything is within the law.
I would like to immediately close this issue and decide on a domain name.

they can divide,
but this should be an exceptional case
, alas, the third level is not quoted in the RU, although search engines do not care

Can, for some ridiculous reason, split the domain
In the ru-zone, of course, they can. You may need a piece of paper from the court, but everyone has long been accustomed to ridiculous courts. In the third level, one more link will be added with its own absurdities - the administration of the second-level domain in which you buy the third one.
"Nine and a half rules"? No, have not heard.

Briefly.
1. In the .com zone, you can "get" even cooler. No judgement, no explanation. Godaddy or anyone else will attribute you to Crimea, or Donbass, or Putin. And you will lose everything.
2. If your brand name is already taken, then the brand is not unique. This means that it can be taken away from .ru in our ("from fence to lunch") legal practice.
3. Do not chase, as many do, for a short, albeit with errors, domain name. In the era of search supermachines, this is exclusively for an amateur. With a normal site and SEO, they will find you.
4. Come up with a brand with a logo and then - a domain. Even if it's long. In .ru, preferably with unambiguously pronounced and unambiguously transliterated letters abvgdezijklmnoprstufhy (ABVGDEZIYKLMNOPRSTufHY) .
In Russian, unlike English and German, a dash is quite acceptable to separate individual words:
for example, vne-dorog.ru or tovary-domoj.ru . But not attachments. In particular, " infosite ", as well as " promosite " are written together (prefixes), and the online store - through a dash.
You could say it's a trend. For example, vse-o-tarakanah.ru

are they subject to the same legal regulations as *.ru?

Certainly. They are in Russia :)
Easy.
But the "law-taiga" named after the RKN is spreading.
In general, if it is employed in .ru and no problems with the law are expected, take it in .su or international domains. More or less well-known TLDs include .biz, .info
