Is it worth it to master web design because of pity for projects, ignorance of customers and arrogant designers?

The pity for the projects lies in the fact that designers sometimes draw such low-quality designs that you want to spit. For example, they use a crappy font, incorrect line spacing, crappy colors, and the like. And some "web" designers do not take into account technical requirements at all, such as screen resolutions, how this design will be typeset, and the like.
The ignorance of customers lies in the fact that they, in turn, accept this kind of design and pass it on to layout designers, completely unaware that there will be problems for both layout designers and end users who will contemplate this squalor.
Impudencedesigners lies in the fact that they very often keep silent about some points when handing over the layout to the client, for example, they cram a bunch of left-handed fonts, knowing that this cannot be done. Or in a project that should be adaptive, only one version of the layout is given - for the desktop.
Sometimes the word "arrogance" can be replaced with "stupidity", in the case when you are given a layout of non-standard width and rubber layout, with all the desire to make it impossible. For example, a designer drew a layout of 1600 pixels, which supposedly should be rubber and everything should fit on 1024-1280 monitors, but everything is back to back and it’s unrealistic to do this, or you have to sacrifice font size, etc., etc., i.e. such a design is not thought out because for the stupidity and unprofessionalism of its creator.
For example, recently a designer working for a large company drew a "responsive" layout for an e-mail newsletter (most likely for big money, because the company is international), in the end it turned out that it was impossible to make it for all devices, the designer himself is now on vacation and I stupidly remade the layout so that I could still make it up normally. And there are just too many stories like that.
I have a feeling that a web designer who has not made up and does not want to make up now in a big span, does not dare to call his language a professional, because. he does not know all the intricacies of the development process and his layouts have to be edited on the go.
This is especially true for responsive projects, where the designer drew one layout for the desktop, threw this thing off to the customer (intentionally or due to his stupidity forgot to draw layout options for mobile / tablet), the customer accepted and handed it over to me, and as a result, I have to figure out how it should look on mobile phones, tablets, i.e. be like a designer.
You will probably say to send such customers to the forest or call up the designer, they say what the hell - where are the layouts for responsive, but I'm already so used to it that I figure out how it should be resized, because. customers now have firm convictions that this is nothing complicated (really, there is nothing complicated here, I ask designers on ** I then). In addition, I understand that the customer has already accepted the design, paid money to the designer, and most likely it will not be possible to get through to the designer, i.e. I don’t waste time and nerves, but I just work with what I have, since it’s possible to cope without a designer and the customer doesn’t complain.
And I thought so, since my eye is already trained, since I can distinguish high-quality design from low-quality, since I have a strong understanding that most web designers are assholes - can I take on the design myself and start making this world a better place?
- I know exactly all the subtleties of layout layouts, so my layouts will not have to be redone 500 times - saving the client's time
- I typeset, write scripts, I will also draw - saving the client's money
- As a result, all approvals take place without third parties represented by designers, those. the process is faster
My question is further fueled by the fact that various customers often knock on the same upwork and offer to implement their project from scratch, i.e. design + layout + cms and / or scripts. As a rule, they have layout thumbnails (wireframes), but not always. And I have to refuse them, because. I don't draw, and I lose interesting projects and a lot of money. Someone, of course, finds a separate designer and we still work together, but this is less than half of the cases, because. the rest still apparently find one person who will do everything for them "in one helmet."
The question is for those who do this, is it possible to work well "in one helmet" without compromising quality and timing?
Where can I be mistaken in my arguments?

When I was actively making up websites, I was constantly tormented by the same question. I also spat, explained to everyone what was wrong and where, reworked other people's designs, etc. But over time, I realized that it was not worth it, I just began to take more money or simply did not take such projects. I remember there was even a dude on freelance.ru who specially drew such terrifying designs and he had his own audience of customers who didn’t care.
Well, the fact that such unfortunate designers deceive customers is not so. Understand, in most cases, it's just that the client squeezed hard money and chose a cheaper designer. So to himself Pinocchio.
Should I start designing myself? A very difficult question, there is an opinion that an excessive understanding of layout simply harms creativity) Even if not, then coming up with and drawing a cool design requires rich imagination and hard work in graphic editors. Of course, you can be a generalist, but it will be very difficult to combine in time.
I would advise you to go into interface design. It requires minimal artistic skills (which you most likely do not have). The specialty is very promising and in demand.
When I look at projects on design exchanges, I see dozens or even hundreds of responses.
I'm not sure design pays well.
If we are talking about a cool creative, then its essence is not in technical literacy. but in creativity. Resizing layouts is not really creative.
Designers are generally divided into: technical and creative. And there are big doubts that it trains.
