Is it worth installing OS X on a PC and which system build is better?

On non-native hardware, Mac OS can throw problems, and the update can be very non-trivial. As for your hardware, it’s suitable or not - it’s better to ask on specialized forums.
Based on the comments that they wrote to you, I would not upgrade to win 10 if I were you, but would install it from scratch.
Well, as usual, I can assume that not only OS, but also the source of "shareware photoshop" can easily serve as a source of brakes.
My configuration is weaker. i5 processor but 2x core, 2 ssd, 16gb of memory and all this is a laptop, photoshop does not slow down, well, more precisely how, it can move the screen with the whole picture with a delay if I want to drag the visibility area from one corner to another, provided that I I work on a laptop display with a resolution of 3840, on a regular monitor, Photoshop works without brakes even on very large layouts.
