Is it safe to use the fingerprint scanner on a laptop?

Depends on the device and its creators. The authors of the phone claim that the fingerprint image does not go further than the button itself (this is a separate computer with a processor).

If you are not paranoid, then there is no danger.
How do you imagine sending a fingerprint to someone? This is a hash in memory that is compared with what was just received on each scan. At a certain percentage of similarity, the system skips you.
But even if somehow your fingerprint went to someone's server, then what to do with it is absolutely unclear. In everyday life, you leave fingerprints everywhere.

IMHO, it's dangerous. The danger may be in the implementation of the driver for the fingerprint scanner. The scanner itself is a device, it is stamped by some Korean office and supplied to HP, Lenovo and others. But how, for example, HP implements its work is a question. And it is unlikely that this will be trumpeted on every corner. Maybe you can press Ctrl+Shift+7 10 times and the service aka hpsecureauth.exe will crash :) or whatever else can happen. Therefore, I would use the password for the encrypted boot partition to protect when the computer is turned on, and the fingerprint for quick and easy login after entering the password in the "turned away for a second" mode.
