No, it shouldn't. Even in strict-strict GOST 28147-89, the initial value of the counter (sync message) is transmitted in the channel in clear text (clause 3.1.6).
But you must ensure that it is non-repeatable within the lifetime of the key, otherwise the generated gamma will be identical between the two ciphertexts.
