You will need to send a bank. card from the Russian Federation to another country. This country is far away. DHL turns out to be about $150.
And if you send it by regular mail, can there be any problems? For example, somewhere along the way it will either be lost or the envelope will be enlightened ....?

This is normal practice. They poison the card in an envelope that cannot be enlightened and opened without violating integrity. The card is sent with 0 balance, and even better not activated at all. Upon receipt, the card is replenished / activated, and 3d secure is now everywhere by default.
Many banks do this.

If we talk about some kind of security, then dhl carries exactly the same risks and losing and enlightening the card
