Planning the IT department of an online store?

The question is a little philosophical even.
Given:
Several online stores on 2 PHP CMSs (own and Bitrix), IP telephony, 1C (so far without integration with sites) and, of course, iron in the office and at the hoster (several servers + routing).
At the moment, everything is serviced partly by full-time specialists, partly by outsourcers.
With such a scheme, the number of communications for solving the most banal problems can be measured in dozens. Plus, something incomprehensible to me is happening with the capital's PHP developer market (we are not considering switching to other platforms yet).
Actually, the questions are:
How, if not a secret, are your IT departments built (first of all, it is interesting in relation to online stores)?
Do you use any metrics to evaluate the work and plan the required number of employees (administrators of various profiles, developers)?
Do you use a budget for the department? If you use it, then at least in general terms ...
I would be glad for any information.

For some reason you didn't ask more important questions about business continuity. This is one of the important elements in online trading.
