Is it safe to open infected ".doc" files in reduced functionality mode?

A file with the name “Information Tax Service Request No. AS-4-31310.doc” came to the mail, there was nothing useful inside the file, it was opened in limited functionality mode.
A check on www.virustotal.com gave the result shown below.

The reduced functionality mode means that you have opened the old document format. And no more. It does not restrict you in its content. So yes... the machine could have been infected.

Open this file not locally, but in some cloud reader like google docs

Not allowed: the document can exploit the reader's vulnerabilities.
