Is it reasonable to write an individual text for 1000 keys or is a template better?
Direct.
Context.
Headings are of course equal to keywords, but what about text?
I think for the most high-frequency keys, prescribe your own individual text for each and test it, and for the rest of the LF and SR, test 10 texts and put one text on all 900 keys.
Your opinion?

The relevance of ads, the quality score and, accordingly, the cost of a click on this request depend on the correspondence of ads to key queries. When determining the quality of an ad, you can focus on Yandex's "Productivity" indicator, which is assigned to a query on a 10-point scale.
Thus, when compiling texts, if you get the maximum Productivity indicator using only a relevant title, then further manipulations are unlikely to significantly affect the cost of a click. And, it’s worth adding that the relevance of the title affects Productivity more than the relevance of the text. Also, of course, if you have low-competitive low-frequency queries with meager click prices, then it is possible that deep work on relevance is simply not worth it for them.
But, all the same, it is not necessary to write outright nonsense in the texts. Matching the query, text, and landing page is also very important. And watch out for readability when using templates.
