Is it punishable by law?

Who orders an account hack, and the under-hacker says that the account has been hacked, sends a screen that shows that he has logged into the account and pay money, but then the under-hacker simply does not answer the customer and it turns out that the under-hacker simply edited the code of the page element and no hacking occurred, but simply the customer was deceived. No one can get it - in our country, children under 14 years of age are not criminally liable, because it is believed that they are not able to understand the meaning of their actions :)
