Is it possible to write such a shader?
In the direct3d application, you need to do post-processing of the final image. You need to calculate the average brightness (probably just calculate the average color of a pixel) and if the average brightness exceeds a certain threshold, you need to increase the brightness of all pixels. Can this be done with a pixel shader?
