I would like to install ProxMox and create a Debian virtual machine and run docker inside...

Question: can I work with virtual machines from under the ProxMox system...

We need more abstractions!
Why proxy if you need a docker? Isn't it easier to run docker right away?
Well, if you still need a proxy so much, then you can run docker on a virtual machine, but as far as I know, you can’t in a container.
Well, the answer to the question: yes, you can work with virtual machines from under the Proxmox system - it is actually intended for this.
