Indeed, you can, but the question is whether you need it.
Keep in mind that in companies where there are no strict rules regarding hiring, regarding education, regarding working hours, etc. - it may also be that there will be no rules in terms of how much you earn.
It is clear that, in general, developers earn good money in Germany, but startups are different from startups.
There are many good start-ups with honest and hard-working colleagues and bosses who value their time and yours, but there are also many young idiots who open businesses and want to save on everything they can, from the coffee machine to your salary and naming your overtime evenings almost every day with the word "open end".
I think that you can always try, sometimes you even need to, but if you want Sicherheiten, then I would get a crust if I were you. Better - right in Germany. If you are in a hurry to become a student, then at least through an online university, such as Wilhelm Büchner Hochschule, for example, business informatics (not as difficult as computer science in terms of mathematics). The cost of the issue for 3 years of study is 10,000 euros. Which seems to me a very cheap sum for a European diploma.
In general, make a beautiful portfolio, make a beautiful resume and try your luck first in big companies (I hope you know English). Sometimes it's easier to get there than some little hipster basement.
There you will work from 9 to 17:30, get twice as much as in a startup, have all the bonuses, the 13th salary, more colleagues, more opportunities in terms of development, and less processing, otherwise none at all.
If it's really tight - then try startups, but think about some online university in Germany while you work there.
