Is it possible to use the image of the coat of arms on a non-commercial site?

The question is rather legal, but I rely on your experience! Finishing the design of my regional project. I want to put the official coat of arms of the region in the hat. I know that the use of official symbols is limited, but I can’t understand for sure: can I use the image of the coat of arms on a non-commercial site. The site does not offer any services, from advertising only one Adsenese and Ya.Direct block.
Actually the question is: will I violate any norms of our wonderful legislation if I place the coat of arms of the region on every page?
I’ll warn you right away, the project is “from the heart” and therefore I don’t want to look for problems already at the start.

As for your coat of arms, see the laws of your legislative assembly, placement rules may vary in each region.
But I can assume that you will have to experience a bummer.
