You can if you buy a bluetooth webcam that supports the ipad. There are some, but they cost at least $100.
The second option, if you have an iphone, then install the icam application and then the iphone can be used as a webcam and it will broadcast video via skype

No, you can't use Skype. Through Fring it was possible, but I heard this possibility was quickly covered by Skype. So only voice and text.
