There is a texet tm-7021 tablet without a camera, but the device supports usb host. Is it possible to connect an external camera and use it for Skype video calls?

Android 3.1 officially added support for external cameras.
In 2.3.4, USB host mode officially appeared with the corresponding API, so theoretically you can write the right application to capture an image from the camera, but this does not mean that it will be visible from Skype.
And for 2.2 I'm afraid there are no options.

On 2.2 it’s definitely impossible, I tried it myself, though on another device (Toshiba AC100)
