Tell me how to allow Internet access on the computer ONLY for Skype?

It is necessary that only Skype works on the computer (Windows XP). Access to the Internet in the organization is carried out through a proxy (some commercial type TrafficInspector). I have full administrative access to the computer. You can ask the administrator of the organization to make any settings on the proxy.

In fact, a local firewall can, in fact, deny access to all applications, allow only skype. In principle, it can even be standard, starting either with Vista or with 7ki. The user will not be able to do anything to others.
