How to forward incoming calls to SIP / Skype / VoIP?

Let me know if anyone has come across a problem.
In the presence of a mobile phone Beeline (Moscow), I'm leaving for another country for a while. There is a desire not to spend a lot of money on incoming calls, but to receive all calls on SIP / Skype / IP-telephony.
Or is there only an option to purchase 8-800 ... or a Virtual PBX?

Megafon has a Multifon service. This is what you need.
A SIP account is linked to the mobile number.
