Worth Ubuntu, festival, festvox-ru engine for synthesizing Russian speech from text. Is it possible to wrap the sound output to a type of microphone or what would Skype take as the sound source of the festival?
Maybe there are more "direct" methods? )

It is not harmful to write "Linux" in the tags.
The option that immediately comes to mind is jack. It allows you to redirect the sound output of one program to the input of another. Skype will have to be run through the alsa jack-plugin or through artsdsp. Festival, in general, too. qjackctl will help with the setup. Go ahead.
