Is it possible to use google admob without google play?

I thought about adding ads to my application through the admob service, but I found out that without publishing to google play, nothing will work. Unfortunately, I can't list my app in the store. How then to show ads, maybe there are some other alternative services?

Most other ad networks work well without publishing to google play. But Admob, like Google's network, is integrated with Google Play. When initializing the ad module, it checks that the package is signed and the application version is not higher than the last one published in the store with the same package name
