Is it possible to use a less powerful PSU to charge a laptop?
There is a laptop that, for good, should be charged from a 65W charger, but, as it turned out, it can be charged from a 30W power supply via Type-C, simply warning of a low charging speed. The question is, is it safe to use it for the laptop battery, as well as for the PSU itself?

The question is, is it safe to use it for a laptop battery? For any rechargeable battery, slow charging is not only safe, but even more useful . Fast charging is done for the convenience of people (no one likes to wait), and not for the safety of iron.
as well as for the BP itselfDepends on the quality of the PSU. If it is branded, then overload protection, overheating protection will work normally in it, everything will be fine. If this is a very cheap "Chinese" analogue, then anything can happen - how lucky. Sometimes cheap pieces of iron work fine, sometimes not quite normally.
