Can AIDA64 distort the information about the voltage in the power supply?

Hello! AIDA64 says that there is only 3.8V on the 12V line of the power supply, while UEFI indicates a voltage of 12.2V. Which of them can lie? Unfortunately, there is no multimeter available.
I check the system due to failures during the operation of some games and physical shocks of the system unit (random, sometimes very weak ones are enough) - the screen goes blank, the cooler on the video card starts spinning wildly and that's it, only a hard reset helps. Reboots then normally, but the problem repeats.

Both can lie.
Software voltage sensors in general, in my opinion, do not deserve trust.
Either a PSU with built-in monitoring, or a multimeter.
