Is it possible to use a foreign card in Ukraine?

I am interested in the possibility of using a foreign card in Ukraine and abroad according to the following schemes:
1. I went abroad, opened a card there and used it only there. Then he brought it to Ukraine and did not use it. Does the law forbid such actions?
2. There is money left on the foreign card. When I arrived in Ukraine, I want to transfer finances using withdraw to a Ukrainian card or make a payment with it in an online store. Are such actions legal?
3. I put money on a foreign card for saving. Can I, if necessary, withdraw certain funds to a Ukrainian card or make payments using a foreign card?
4. I keep the card until the next trip and use it only abroad.
I would be grateful for any replies and advice.

1. Forbids. Previously, there was criminal liability, now only administrative (if I don’t confuse anything). You need a NBU license, which is issued for a year (again, if I'm not mistaken)
2. I personally used the Payoneer card only to pay in foreign online stores - no harm done. But if you are not paranoid, you can try - it seems that the worst thing that threatens you is a complete confiscation of funds from the card.
3. What is the difference from item 2?)
4. This is the preferred option.
