Is it possible to understand DNS on Win 8.1?

There is the following problem: my beloved provider periodically allows himself such jambs as the inability to comfortably use the Internet, namely: disabling dns, as I understand it. In Windows, the yellow exclamation sign is lit on the network connection, but all sites are pinged by IP, incl. and the dns provider itself. The problem is sometimes solved by rebooting the router, but not always. Another problem follows from another - the router is configured by the provider and I do not have access to it. What to do? Whether it is possible to lift local DNS that though thus to leave normally in a network?

You can change the DNS to any other
<self-advertising ON> in the network settings
or set your own DNS server
self-advertising OFF>
In the second case, it is possible to connect a dozen DNS at once and simultaneously query all of them according to the principle "who answered first and slippers" .

And what for to you for such purposes "local DNS"?
If the provider does not have "own" DNS - you can use any other public DNS. To do this, specify it in the settings ... I don’t know HOW exactly your router, computer, etc. are turned on ... Either in the router settings, or in the network connection settings on the computer.
For example, 8.8.8.8 is one of Google's DNS or 77.88.8.8 is Yandex's.
The fact is that even if you set a local DNS for some reason, you still have to specify an external forwarding server in it.
