Can I use the domain on another hosting?
Can I register a domain and link it to another hosting? Do I need to pay for the transfer and who will need to pay after the transfer for the domain itself, the registrar or the hoster?

Domain and hosting are two separate services. You can buy a domain from one registrar or hoster, and pay every year for the domain where you bought it, keep the site on another hosting and pay for hosting there, and mail in general in a third place, for example, on Mile ru for business.
You can usually link a domain to a site in two ways - through A AAAA CNAME records at the registrar (usually hosters do not like this, but everyone has such an opportunity) or by delegating DNS management to the hosting by changing NS records.
If you do the second option, all other records fly off and, for example, mail will have to be configured again.
Often a domain registrar has a paid DNS hosting service, for example, nic.ru, or it does not exist at all, like atex.ru. Then you can immediately specify either hosting ns-records when buying, or you can delegate it to the same Mile ru for business, there are also free DNS servers.
Many hosters now offer to immediately transfer the domain itself to them. Of course, somewhere it is convenient for both hosting and domain to be together. If you decide to do this, most often you will have to pay the cost of annual domain maintenance to the hoster for the transfer, and then you will only pay the hoster for both the domain and hosting. To avoid this, many registrars come up with various ways to retain customers, for example, to get a domain transfer code, you need to write a letter certified by a notary or come to their office and sign in their presence.
When transferring, be sure to compare the price of domain renewal, now many sell a domain (for the first year) at the same price, and renewal will be ten times more expensive.
For example, in the ru zone for today, these are the
numbers -v-zone-ru/
No, hosting is separate, domain is separate, there are no transfers
